Darrell Hull
Founder & President
Dr. Darrell M. Hull is the president and founder of NTEC. For 13 years Darrell was a project director for multiple federal grant programs as a Senior Associate and Director in a not-for-profit educational organization that required external evaluation services, so he understands the needs and concerns of program evaluation from the perspective of those that operate and develop educational programs. He also served as the Director of the Baylor Evaluation Services Center at Baylor University prior to his faculty appointment at the University of North Texas in 2007 in the Department of Educational Psychology as part of the Research Methodology, Measurement & Statistics (RMS) doctoral program. Darrell holds the rank of Professor and coordinates the RMS PhD program at the University of North Texas where he teaches Educational Measurement/Assessment and Psychometrics. He has contributed more than 60 scholarly works, with more than 30 of those published in ranked peer reviewed journal outlets related to educational research and evaluation, and his work has been cited more than 1000 times. He has conducted large scale evaluation studies internationally for more than 20 years in highly diverse contexts for the Inter-American Development Bank, and he is a Fulbright Scholar Alumnus with a special connection to his colleagues in Jamaica at the University of the West Indies (pictured here). He has a background in physics, and has conducted many evaluations of NSF and U.S. Department of Education projects involving STEM education and youth transitions to work at the high school and community college level, which led to his research interest in Positive Youth Development. In addition, he evaluates early childhood development programs, dual language programs, and was the chief evaluator for a NSF National Center. Darrell loves to ride his bicycle, and holds multiple Texas State Championships over many years as a road cyclist, where he specializes in criterium racing.

For example, we have been involved in multiple studies examining educational tests to ensure that they possess measurement equivalence across different genders, ethnic groups, and over time. We are committed to consistently examining how our own social identities influence our worldview and actions. By reflecting on and adapting our beliefs and practices, we aim to better serve our communities.
